what is better for online games,a broadband conection with a high/low latency

hey,i've been playing counter strike and i've noticed a latency reading when i tab,does this have an effect on your online conection and if so what is better,a high or low reading?

Latency = Delay, means the same sort of thing, in techy language. The lower it is the better it is.
