I have seen a working PC (motherboard ) submerged in an aquarium filled with oil from an electric transformer. All other parts however, including hard drives were external to the aquarium.
Here's some possible oil.

Side story about the petrol base oil which was used in the aquarium:
It hate away the bounding material that is used to keep the side and bottom together and leak proof :smash: ....few months after setup was working...it started to leak everywhere :hide: ..lol....had to empty and find a replacement compound that was not subject to being eaten away by the oil.

Would a good silicon oil not work? I think it is non-conductive, I used in labs for a heat bathes (short version of a long story). I believe silicon was non-conductive but has a great heat capacity. Don't have the MDSS on hand but may be a good option to look into.
