Yes, the concept has been around for a long time, will it make a difference, Maybe? It might help on a heatsink with a high fin/pin density.
Or just get one of these Delta GFB Series Dual Spindle Fans (http://www.delta.com.tw/products/dcfans/pdf/GFBseries.pdf) :yikes:

The sleeve bearing is the weakest point with the cooler master - too bad.
I would try the Delta dual spindle fans but don't think I have room in my case.
Reminds me - I gotta look into hooking up the 24" floor fan to the case :lol: .
