Good app for photo printing?

For the "once in a blue moon" when I want to actually print a photo, does anybody know of a good program to print photos with? I have a nice Hp all-in-one printer that prints them great and there is some built in photo printing software that came with it, but.....

It would be nice to find a freeware app that will let you add a photo, choose border widths...maybe even have some borders or watermarks available that you can use?

(I only say freeware because I'd hardly ever use it and wouldn't want to spend much/any money on it...normally I have no problem paying for "good" software)
