Ok well I went to the low level settings stuff right? and I went to the fan tab and I checked off the fan option button then setted it to 100% fan speed does that accually make the AGP fan speed go 100% like faster or is it all bull?

if I understand correct, ( your question ) , the 100% Fan Setting means that the fan rotates at it's max rotation speed.

What he said. Of course this assumes that the fan is plugged into the cards fan header  (stock fans are). I have the zalman vf700 and it plugs into a +12v line that I have hooked to a manual fan controller.
When finding my card's max oc I run it at 100%. For the core oc I loop through 25 time of 3DM01 nature test (really heats up the core). I usually start at 10% over and work up or down from there. Then reset core clock to stock and start working on the mem by looping through 3DM03 - troll's layer. Again starting at 10% over and adjusting up or down depending on whether I see artifacts or not.
That's the basic procedure I have been following and given to me by a great card modder :thumb:

Snafu so your saying if I enable my AGP fan to run 100% it will accually go full speed instead of the fan determing the speed from the temperature the video cards core is at? I probley didn't explain this right hehe... also enabling it to go 100% will this decrease the Video cards stock fan at all and will when this feature is enabled will it generate heat at all? This may be stupid questions but I like the stupid questions answered first before anything else :o :mischeif: :rotflmao:

Never had a problem running my fan at 100% - of course I don't run it at that speed all the time - I like to go deaf from music not fan noise. Running the fan at 100% will not cause the core or card temps to rise and in fact they should fall.
Okay now that you got the stupid questions out of the way, where are the others?

Hahaha your a funny 1 LOL well now to the real questions... when I overclock the AGP should I restart the pc so it takes affect or does it take affect immidently?

Also you never said if it runs on max will it decrease the fans life span or no?

The overclock takes effect immediately.... after you test and apply the setting. No reboot needed. In fact unless you know the clock is really stable don't lock it so when it reboots it will boot to the default (stock) settings. Reason why is if you push it too far you may be in constant reboot mode.
I am sure if you run the stock fan at 100% 24/7 it will have an impact on the fan's life span. However, I don't think you will want to run the fan at that speed 24/7. Too irritating on the ears. I have not had a problem running the fan at 100% to find the max oc and for benching. For day to day stuff I run it at stock.
Besides if the fan goes it affords on the excuse to buy a new cooler :chit:

You said "when I overclock the AGP" i hope you don't mean increasing the AGP Frequency ( MHz ) in bios.
Because this is not right.
Do not raise the AGP Frequency, only your card Core/Memory frequencies.
