I found the the reason why - is it uses a new version of memory chips K4D263238E-GC2A (http://www.samsung.com/Products/Semiconductor/GraphicsMemory/DDRSDRAM/128Mbit/K4D263238E/K4D263238E.htm) memory which is 2.86ns @ 2.5v voltage and rated to maximum clock frequency of 400mhz instead of the older GC2A 2.86ns (http://www.samsung.com/Products/Semiconductor/GraphicsMemory/DDRSDRAM/128Mbit/K4D26323RA/K4D26323RA.htm) rated at 2.8v voltage and rated max clock frequency of 350mhz spec (http://www.samsung.com/Products/Semiconductor/GraphicsMemory/DDRSDRAM/128Mbit/K4D26323RA/K4D26323RA.htm).
My 128MB Gigacube 9800PRO Xtreme 400/700 does 440-450 on the core and 375-385mhz on memory due to the new memory chips :)

some 9800PRO Xtreme from Gigacube/Gexcube had the wrong bios by default it was 378/337 but Gigacube released a bios update to fix it back to 398/351 default (let me know if you need that bios) :)
As said in first post the attraction of this card is the new rev of memory used... i guess it's undervolted for the card... so to reach same as old rev memory at lower memory voltage
